Why didn’t they use booms to contain oil?

I FEEL, having seen the terrible pictures of the oil covered birds, I would like someone to tell me why the oil was allowed to escape from the MSC Napoli . How many times have I read about the teams who were trained to use the oil booms if there was an oil leak or pollution. So we had a real pollution problem. What happened? Nothing, until it was too late. I understand they never had booms long enough to go all the way around the ship but surely a boom could have been where the oil was leaking out.
