A ship that had engine failure off Falmouth has been detained in port in Fowey over safety and welfare concerns.

The Express 1 was towed into Fowey after suffering engine failure off the Manacles on February 3.

Express 1’’ is a livestock carrier, it used to be a UECC car carrier that was laid up in the river Fal.

The ship's engine failed outside the harbour limits and crew put two anchors down to hold it in placein the wild weather.

The sea conditions were S-SE force seven to severe gale force 9, with it expected to turn W-SW dropping to force 5 to 7.

The Panamanian-registered ship has 15 Syrians, eight Filipinos and two Romanians on borad, with the crew being cared for by the Mission to Seafarers in Fowey

The Maritime and Coastguard Agency (MCA) said the vessel had been detained over "a number of safety issues", including emergency training concerns, the fire detection system and sub-standard crew accommodation.

Paul Thomas, the harbourmaster of Fowey told the BBC: "I have seen a list of defects highlighted including no heating, no hot water, no ability to serve hot food and unhygienic water supplies.

"No one is saying life at sea is easy but there's minimum standards and they were not there. It's just not acceptable."

The MCA said: "This notice, which prevents the Express 1 from sailing, will remain in place until the necessary improvements are carried out by the vessel's owners."

Contractors are working to bring the vessel up to MCA standards, with the ship expectexd to sail within the week.
