Stephen Otter will take over as the Chief Constable of Devon and Cornwall Constabulary on Monday.
Mr Otter was recruited by the Police Authority for the post in October when he served as Deputy Chief Constable at Avon and Somerset.
As one of his first tasks, Mr Otter has recorded a webcast' as a way of introducing himself to the communities of Devon and Cornwall.
In the video, which will be accessible through the homepage of the Force website from Monday, he explains how he is looking forward to working with the many communities in Devon and Cornwall over the coming years.
Mr Otter says that one of his main roles will be to increase confidence in the local police service and make people feel safer.
He also says that he believes Devon and Cornwall has been through a difficult period but can now come out of this and show the public what a great police Force it is.
The webcast will become a regular feature on the website, with broadcasts every six weeks.
Mr Otter has been a police officer for 24 years and has had a varied career.
