A new dog control order for beaches is expected to be introduced in Kerrier replacing a county council act.
It is being recommended that in order to achieve a balance between those in favour and those against the ban, the current terms should be relaxed to permit dogs on designated beaches between 6pm and 6am.
If the recommendations are accepted at tomorrow's Kerrier council meeting it will mean dogs will be allowed on ten beaches after 6pm at night. Those beaches include Kennack Sands west, Cadgwith Cove, Housel Bay, The Lizard, Kynance Cove, Polurrian Cove, Gunwalloe Church Cove, Porthleven West, Praa Sands, Poldhu and Portreath.
The controversial move is not expected to have a smooth path through council and follows lengthy discussions and reports over several weeks.
Dogs are currently banned from designated beaches from Easter day to October 1.
During a consultation period earlier this year 48 responses were received in favour of keeping the current ban or asking for an extension and many letters were received citing a nuisance factor with dogs.
One parish council wanted a ban all summer on all beaches.
There were 66 against the ban the majority being dog owners who claimed to be responsible owners and never allowed their animals to foul beaches.
All agreed, however, that there should be stiff penalties for those who allowed dogs to foul and others wanted more dog bins provided.
Mullion parish council said many people in the parish wanted the existing ban to remain and that there were still beaches on which dogs were permitted.
Lifeguards were against the ban being lifted at Poldhu because of its popularity by the public although evening permission would be acceptable.
