An appeal has been lodged against refusal of a proposal to build a large student village on the outskirts of Penryn.
The Halo Village development, previously known as Penvose, across the road from the Tremough Campus, was given outline planning permission in 2018.
However last year Cornwall Council's Strategic Planning Committee refused further permission on matters relating to landscaping, ecology and scale.
An appeal has now been lodged with the Ministry of Housing, Communities and Local Government by applicant Andy West.
Comments to the Planning Inspectorate have to be received by no later than March 20.
The proposal was strongly opposed by both Ponsanooth and Budock parish councils.
The 20-hectare (49-acre) site proposal included 1,858 beds for students, a park-and-ride facility and more than 600 parking spaces.
Among the other proposed facilities are a 48-bed budget hotel, shops and a doctor's surgery.
Ponsanooth Parish Council said the application should be refused on ecological grounds.
They said more than 300 metres of existing Cornish hedge would need to be removed under the proposal.
Mabe Parish Council, questioned the safety of a proposed cycling and footpath along the A39 which would run from the site to the Penryn Campus.
Applicant Andy West said the development would address a shortfall of accommodation in Cornwall where the number of HMOs [houses in multiple occupation] is over 30% higher than the national average.
The committee voted in favour of refusal on the grounds that "design and layout would lead to the fragmentation of ecologically important hedges" with light spill having an impact on the bat population and ecological value of the site.
An Informal Hearing of the appeal will be held on a date yet to be arranged.
