Both Cornwall Council and Lanner Parish Council believe a plan for new homes in a hamlet near Redruth should be refused, writes Local Democracy Reporter Lee Trewhela.

However, the local councillor argues the development is acceptable.

Mr and Mrs Steven Dale have applied for permission in principle to build two to three new houses on land south of 1 Trevarth Terrace, Trevarth, near Redruth.

However, Cornwall Council planning officer Katie Lever has recommended refusal on the grounds that the site is “outside of, and does not adjoin, the definable limits of the settlement as defined within the Lanner Neighbourhood Development Plan (NDP)”.

Lanner Parish Council also opposes the plan, saying: “The area of Trevarth is defined as a ‘mature’ hamlet, which should be interpreted as indicating a completeness. This rural area lies outside of the development boundary. It is considered that any development at this location will result in protrusion into the open countryside and therefore be contrary to the Lanner NDP.”

Cllr John Thomas – who represents Lanner, Stithians and Gwennap – has called the matter before a planning committee because he disagrees. He believes there wouldn’t be any adverse effects on nearby properties or the street scene, and a precedent for development in the hamlet has already been established.

A planning report on behalf of the applicants says there is a pedestrian footway along the whole length of the road connecting the settlements of Lanner and Trevarth which are 350 metres apart. The report also points out recent planning history “which needs to be taken into account in the consideration of the current application”.

In September 2023 permission was granted by the council for a pair of houses and garages, and the formation of a new access, on land adjoining 10 Trevarth Terrace, while in July 2022 permission in principle was approved for a property on nearby land. The latter was approved following an appeal.

The application will be discussed at a meeting of Cornwall Council’s west area planning committee in Redruth on Monday, August 19.
