Plans to allow a shed-based Thai takeaway to carry on trading, giving away part of a popular town car park for use as a skatepark, and equipment to monitor a suspected pollution issue are among the latest planning applications submitted to Cornwall Council.
Anyone is also allowed to submit comments about the applications – whether in support or objection.
The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees. No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council’s website.
Retrospective planning to allow shed to be used as Thai takeaway
Residents using a shed as a Thai takeaway in the grounds of a house in St Agnes are seeking retrospective planning approval after starting the business without permission in June.
Gareth Smith and Sirirat Phaoamonpan, the owners/occupiers of Wheal Rock at West Kitty in the coastal village, say they didn’t realise they needed planning permission to run the popular Peony Sunset takeaway from the property and are looking to save their business.
Planning agent Robert Hoskings said: “The application is to establish the principle of a change of use for the applicants as the Thai takeaway has been trading for four/five months with all other correct paperwork and documentation in place. Unfortunately the applicants were unaware that they needed a full planning application to trade.”
The Peony Sunset takeaway has been inspected and received a five-star Food Standards Agency certificate. It is a pick-up service only and customers are asked to park in St Agnes and walk to the address to collect their food.

Skatepark in town car park
Pre-application advice is being sought for a small skatepark in an area of The Millpool car park adjacent to the boat launching area and car park entrance in Looe.
The site is currently owned by Cornwall Council which proposes to lease this part of the car park to Looe Town Council as part of a joint community project with Looe Development Trust and the Boundless Trust.
Extensive consultations have taken place with residents, Cornwall Council officers, police and the Royal Society for the Prevention of Accident (RoSPA). An independent consultation has concluded that a skate park would not give rise to noise nuisance.

Creation of PlayZone facility in college grounds
Cornwall College is seeking permission for the construction of a PlayZone facility at its St Austell campus.
Through consultation, St Austell Campus was chosen as a site that would benefit from the PlayZone programme, which has been developed to tackle inequalities in physical activity in targeted areas by the Football Foundation. The organisation provides funding towards community led spaces.
The specific priority groups the Football Foundation wished to prioritise as part of the St Austell scheme are lower socio-economic groups, women and girls, disabled people and people with long-term health conditions, and ethnically diverse communities.
The PlayZone, which would specifically be for football and basketball, would include a Macadam-surfaced area, perimeter fencing, LED floodlighting, sports equipment, a spectator area and ancillary equipment.
Planning was previously approved for a PlayZone at the site, but a new application has had to be made for a slight change in location due to issues with South West Water, who would not allow the facility to be built above a trunk main. The change in location would increase the amount of available parking spaces to 188.

Turning former newspaper office into shop and homes
A change of use application has been submitted to turn a former newspaper office into a shop with two one-bedroom flats above. Tindle House, which was formerly occupied by the North Cornwall Advertiser, at Trevanson Street, Wadebridge, is currently vacant and falling into disrepair.
“This application therefore seeks permission to bring the building, which sits in the centre of Wadebridge, back into use by providing a new refurbished commercial space and new homes for the town,” says a planning statement.

Equipment to monitor suspected pollution issue
The Environment Agency (EA) is proposing to install two temporary cabinets next to the River Inny, north of Blackthorn Parc, Hallworthy, Camelford to locate water quality monitoring equipment and telemetry devices. The monitoring equipment is required in order to help protect the environment from a suspected pollution issue.
A spokesperson for the EA said: “We are liaising with the land owner and land agent over the siting of the equipment. They are negotiating over the level of compensation and we are yet to reach an agreement.
“We are confident that we can use our powers to install the equipment should we not reach an agreement and that becomes necessary. Before we go too far, we want to ensure the issue of planning permission is resolved. This is to ensure we do not commit to the use of our powers only to find out that there is an issue with planning that prevents us from using them.”

Installation of 48 solar panels
Applicant Malcolm Lambert is seeking approval for its bid to install 48 ground mounted solar panels at the back of Bolotho Mews at Killiow, near Kea outside Truro. The project also includes burying electrical cables in the ground. The application site relates to a piece of land which is part of a 1.37-hectare property.
