A bid to build 107 homes on the Falmouth pitch 'n'putt site on Swanpool Road has been rejected.
A meeting of the Carrick districk council planning committee refused the request at a meeting on Wednesday evening.
The site sits in the Cornwall area of outstanding natural beauty (AONB) and the proposals had created a storm of protest with 2,170 people signing a petition rejecting the plans.
If approved the development would have brought 47 affordable homes to the town.
