The police watchdog is set to investigate the tasering of a 19-year-old Falmouth man at a royal wedding street party in Marlborough Road.
Stefan Naumczyk, who police say was drunk and aggressive, is said to have thrown a bottle at officers, prompting them to use the stun gun.
He later accepted a police caution for his actions.
However, he has since spoken out about the incident, branding the police’s reaction as “extreme”.
Assistant Chief Constable Paul Netherton said: “The person involved has admitted his crime and accepted a police caution.
"Following this incident, although no complaint has been received by police, the matter has been referred to the Independent Police Complaints Commission.
“An investigation has now begun into what happened during the arrest.”
Speaking after the party, Mr Naumczyk said: “If I pulled out a gun or some kind of weapon then it could be justified.
“But I tried to walk away from having broken a bottle and offered to clean it up, and then to have that happen is a bit extreme really.”
